Bidding Opportunities

CONTRACT NO. 2019-03

The City of Oil City will receive sealed bids for Street Improvements at the City Manager’s Office, 21 Seneca St, Oil City, PA 16301 until 1:00 PM on Wednesday, June 26, 2019 at which time the bids will be opened. The following estimated bid quantities apply: Base bid: 21125 sy milling; 0± tons 19mm; 0± tons 25mm; 870 tons scratch; 1320 tons wearing; 560 lf concrete curb; 3715 sf concrete sidewalk; 640 sf detectable warning surfaces – Alternate Bid: 1575 sy milling; 0± tons 19mm; 0± tons 25mm; 95 tons scratch; 130 tons wearing. A pre-bid meeting/site tour will be held at 1:00 PM on Wednesday, June 12, 2019 at City Hall, 3rd floor. Contract Documents may be obtained at the City Engineering Office, 21 Seneca Street Oil City, PA 16301 for a nonrefundable fee of $10.00/set.

A certified check, bank cashier's check or bid bond in an amount equal to 10% of the bid, payable to the City of Oil City, shall be submitted with the bid. A noncollusion affidavit is necessary. After contract award, 100% performance and payment bonds will be required.

This project is funded through Federal Community Development Block Grant (CDBG), State Liquid Fuels, and utility fund monies. Relevant Federal Regulations including prevailing wage rates, labor standards, nondiscrimination in hiring, and MBE/WBE/Section 3 participation apply as outlined in the contract documents.

The City of Oil City reserves the right to reject any or all bids and to award the bid as is most advantageous to the city. No bidder will be subjected to discrimination in consideration for an award. Bids may be held for a period not to exceed 30 days from the date of bid opening for the purpose of reviewing the bids and bidders.
