The City of Oil City will receive sealed bids for the city-wide Street Improvements at the City Manager's Office, 21 Seneca St, Oil City, PA 16301, until 1:00 pm on Monday, June 1, 2026, at which time the bids will be publicly opened and read aloud in the 3rd-floor conference room. The following estimated bid quantities apply: 22,613 sy milling; 80 tons 25mm Base Course, 2,188 tons 19mm Binder Course, 1,674 tons 9.4mm Fine-Graded Wearing Course, and 13 ADA Ramps (Design/Build) Special. Project completion is expected by Friday, October 30, 2026. Contract Documents may be obtained at the City Engineering Office, 21 Seneca Street, Oil City, PA 16301, from 8:00 am - 4:30 pm Monday through Friday for a nonrefundable fee of $50.00/set. A pre-bid meeting/site tour will be held at 1:00 pm on Thursday, May 28, 2026, beginning in the 3rd-floor conference room.
A certified check, bank cashier's check, or bid bond in an amount equal to 10% of the bid, payable to the City of Oil City, shall be submitted with the bid. A noncollusion affidavit is necessary. After contract award, 100% performance and payment bonds will be required.
This project is funded through Federal Community Development Block Grant (CDBG), Dirt, Gravel, and Low Volume Road fund, State Liquid Fuels monies, and local funds. Relevant Federal Regulations, including prevailing wage rates, labor standards, nondiscrimination in hiring, and MBE/WBE/Section 3 participation apply as outlined in the contract documents.
The City of Oil City reserves the right to reject any or all bids and to award the bid as is most advantageous to the city. No bidder will be subjected to discrimination in consideration for an award. Bids may be held and remain valid for a period not to exceed 30 days from the date of bid opening for the purpose of reviewing the bids and bidders. Bids may be modified or withdrawn prior to the bid opening at the City Manager's Office.
