The City Treasurer is elected every four years. Joseph Womer, Sr. is the current City Treasurer. He has a staff of two: an Assistant Treasurer and a Cashier. The City Treasurer is responsible for the collection, receipt, safekeeping accounting for, and disbursement of public monies as provided by law, including City, School and Per Capita Taxes, utility bills and all City monies collected by and for various City departments.

Payment Information:

Payments can be made in person, by mail, phone, online or dropped in the night deposit box located by the doors to the Police Station entrance. The utility office can set up an automatic draft from your bank account if desired.

In Person: We accept cash, check, money order, or credit card. Mastercard and Discover are accepted for all types of payments. There is an exception for Visa - We cannot accept Visa payments for water bills at the window, but can take Visa by phone or online. There is a convenience fee of 2.45% and $2.45 minimum added to any payment when using a credit card.

By Phone: MasterCard, Discover and Visa credit and debit cards are accepted over the phone. There will be a flat rate of $3.25 charged to your credit/debit card in increments of $450.00. For Utility bills, please have your Customer and Location ID and the amount you would like to pay ready. If you need any of this information, please call the Utility Office at (814)678-3002, then ask to be transferred to the Treasurer’s Office to make a payment. For current year City Real Estate taxes, School Real Estate taxes and Per Capita taxes, please have your Bill number and the amount due ready.

Online: Utility bill payments may be made online and Pool Passes may be purchased online. Discover, Visa and MasterCard credit and debit cards are accepted online. There will be a flat rate of $3.25 charged to your credit/debit card in increments of $450.00. If you pay online for a Pool Pass, you must print out your receipt and take it to the pool to receive your pass. Click on "Utility Bill Payments" or "Pool Passes" at the left to make a payment.

Night Deposit Box: The night deposit box is located to the right of the Police Station entrance on Elm Street. The night deposit box is under lock, therefore it is safe to deposit your payment there.

Tax Information:

City Real Estate Tax: The City Real Estate Taxes are released at the beginning of March each year, and are due by December 31st of the current tax year. No payments are accepted after December 31st of the current tax year. Postmark is accepted. Payments can be receipted at the Treasurer’s Office in person, or if mailed along with a self-addressed stamped envelope to: City Treasurer 21 Seneca Street Oil City, PA 16301 If you do not desire a receipt, no envelope is needed.

2% Discount period runs March - April Face period runs May - June 10% Penalty period runs July – December 31st of the current tax year Payment after the tax becomes delinquent may be made to the Tax Claim Office located at 1174 Elk Street, Franklin, PA in the Courthouse Annex on the 1st floor. County Taxes:

The City of Oil City is a drop off point for the County Real Estate Taxes. This means you may drop off your tax bill along with a check or money order made to the County of Venango at the City Treasurer’s office. We are unable to provide you with a receipt or stamp your taxes paid. You can pay your County taxes in person by going to the Courthouse Annex on the 2nd floor at 1174 Elk Street, or by mailing your payment to: County Treasurer PO Box 708 Franklin, PA 16323 Their office hours are Monday thru Friday 8:30am to 4:30pm except on legal holidays. You can call them at (814) 432-9524 for any questions that you may have.

School Property Tax:

School Property Taxes are released at the beginning of July during each year, and are due on or by December 31st of the current tax year. Postmark is accepted. Installments must be paid on time, or they will be subject to a 10% penalty. Once the first two payments are missed, you may not begin the installation program. Per Capita Tax:

Per Capita Taxes are released at the beginning of July during each year, and are due by December 31st of the current tax year. Postmark is accepted. Everyone who is 18 years of age or over who resides within the City of Oil City as of July 1st of the current tax year must pay this head tax. This includes anyone who rents, who is a college student but still resides at their parents house for breaks, is unemployed, retired, disabled, or who receives any governmental assistance. The following residents are exempt: anyone who resides in a nursing home or other similar facilities, or has deceased or moved before July 1st of the current year. Any changes to your name or address, or any of the factors listed under the exemption should be reported in writing along with proof of an address change, name change, or a copy of the death certificate to: City Treasurer 21 Seneca Street Oil City, PA 16301

If you are a current resident of Oil City and do not receive a Per Capita Tax, we may have you on the list under a wrong address. To prevent any delinquent taxes please report your name and address to the City Treasurer’s Office by calling (814) 678-3008, email jmcfadden@oilcity.org, stop in at the Treasurer’s Office located in City Hall, or write to: City Treasurer 21 Seneca Street Oil City, PA 16301

Payment after the tax becomes delinquent must be dealt through Berkheimer. You are to pay them directly. Their number is 1(800)360-8989. They will send you a delinquent letter in the mail. The City Treasurer’s Office is unable to process any late payments.

Q: When do my taxes come out? A: City & County Taxes come out in March The School Taxes come out in July.

Q: When are my payments for taxes due by before they become delinquent? A: All taxes are due by December 31st of the current collection year. Q: I didn't pay last years taxes, now what? A: For the City, County and School taxes you will need to contact the Tax Claim office at (814)432-9559. For Per Capita Taxes, call Berkheimer & Associates at 1(800)383-4870. Q: Why are my taxes so high? A: Call the Assessment Office at (814)432-9520. The Tax Assessment Office assesses your land and property value. This is not the City’s responsibility. If you have a question on your land or property value, please call the Tax Assessment Office, e-mail them at assessment@co.venango.pa.us or visit them in the Courthouse located on the 1st floor at 168 Liberty Street, Franklin, PA 16323. Their hours are 8:30am to 4:30pm Monday thru Friday, except legal holidays.

Q: Can I make payments on my taxes? A: The City and Per Capita Taxes must be paid in full. Many of the School Taxes are coming out with a 3 installment payment plan. If you received a bill that includes the installment plan, you may opt to do this. Q: What happens if I am late on an installment payment for my School Taxes? A: Add a 10% penalty. No payments are accepted after December 31st of the current tax year. If you have not yet begun your installment plan on or by October 31st, you are no longer eligible to begin the installation payments. Q: I received a Per Capita & the person I received it for no longer resides at this address or is deceased. What am I to do with the tax? A:Call the Treasurer’s Office at (814) 678-3008 so we can resolve the issue. What do I need to send to the Treasurer’s Office? A: Send your full name and address change if you have not done so on your yearly Per Capita Tax to jmcfadden@oilcity.org, or a letter to the City Treasurer’s Office at: City Treasurer 21 Seneca Street Oil City, PA 16301 If you moved on or after July 1st of the current tax year, the tax is still owed. Please report all changes on or before December 31st of the current tax year. This will prevent you from being turned over to Berkheimer for a delinquent tax.
