The City of Oil City intends to submit an application to the PA Department of Community & Economic Development (DCED) for Community Development Block Grant (CDBG) funds for Federal Fiscal Year (FFY) 2025. The anticipated CDBG funding allocation is $308,819. CDBG funds can be used for a variety of purposes within the City such as public improvements (water, sewer, streets, recreation, etc.), to arrest physical or environmental decline of the area, rehabilitation of deteriorating housing units, removal of architectural barriers to the elderly or handicapped, energy conservation projects, etc. At least 70% of these funds must be used to benefit low- and moderate-income persons. To qualify as such, the proposed activity must have at least 51% low-moderate income persons benefiting in the project service area. There are no projects planned that would displace any families or individuals. If the City of Oil City would undertake activities that resulted in the displacement of persons, then the city's policy for minimizing such displacement would be in effect. The City of Oil City is responsible for replacing all low- and moderate- income housing units that may be demolished or converted as a result of the use of CDBG funds.
The first of two public hearings pertaining to the application for these funds will be held at 4:00 pm on July 28, 2025, in Council Chambers, 21 Seneca St., Oil City, PA.
