The City of Oil City will hold a second public hearing pertaining to its 2026 application for $306,656 in Community Development Block Grant (CDBG) funding. The tentative projects selected are: Street Reconstruction of Hiland Ave. from Central Ave. to Allegheny Ave. ($146,578); Street Reconstruction of East Third St. from Central Ave. to State St. ($49,020); citywide Spot Blight Demolition, residential or commercial ($83,000); and Program Administration ($28,058). From the total 2026 funding allocation, $195,598 is proposed to be used toward low to moderate income persons. No persons will be displaced as a result of this proposed activity. The public hearing will take place at 4:00 pm on Monday, September 14, 2026 in Council Chambers, City Hall, 21 Seneca Street, Oil City, PA. This facility is ADA accessible. If no adverse comments are received, Oil City Council will adopt the final resolution to submit the 2026 CDBG application at their September 28, 2026 meeting. Applications are due to the Department of Community and Economic Development by October 30, 2026.
